Response to the Department of Public Expenditure and Reform’s Draft Consultation Principles/Guidance

This response has been prepared by The Centre for Cross Border Studies as a contribution to the consultation on the Draft Consultation Principles/Guidance, produced by the Department of Public Expenditure and Reform.

The Centre for Cross Border Studies broadly welcomes the principles and guidance proposed and the outcomes they set out to achieve in terms of encouraging and enhancing citizens’ active participation in the development and implementation of policy. However, CCBS recommends that the levels of adherence to these principles and guidance by all relevant public bodies are subject to continuous monitoring, and that these should be jointly evaluated by the lead Department and civic society. If it is considered that these principles and guidance are not being satisfactorily followed by government departments and relevant public bodies, then consideration should be given to placing them on a statutory footing.
