North/South and Cross-Border Public Sector Training Programme

ESSENTIAL TRAINING FOR NORTH/SOUTH OFFICIALS

The commitment by the Prime Minister and the Taoiseach in Armagh on 6 April to “a step-change in advancing North-South co-operation” means that such co-operation will increasingly become part of the work of civil and public servants in Northern Ireland and Ireland. Already there are over 700 officials working on cross-border co-operation issues in the two jurisdictions.

Currently there are few opportunities for such people to undertake induction or training courses to equip them for work in this new and complex area.

Building on the success of three courses in 2005 and 2006, the Centre for Cross Border Studies, Co-operation Ireland and the Chartered Institute of Public Finance and Accountancy (CIPFA) are offered a fourth training course in North/South and cross-border public sector co-operation in 2007.  The course was aimed at senior and middle-ranking public officials in Northern Ireland and Ireland who are operating on a cross-border basis.  There were 30 places available for this course.

The course is part-financed by the EU Programme for Peace and Reconciliation in Northern Ireland and the Border Region of Ireland.  Participants paid a fee of £595 (€885), to cover all tuition, assessment, materials, meals and accommodation.

The course was delivered over five days from March 2007 to June 2007.  The opening module will took place over two days with free accommodation in the Canal Court Hotel in Newry (1-2 March).  The second, third and fourth modules will run from 10.30 am – 3.30 pm on 19 April, 17 May and 21 June also in the Canal Court Hotel.  Certificates were presented to those completing the course by Dr Aideen McGinley, Permanent Secretary at the Department for Employment and Learning on 21 June 2007.

The course consists of four taught modules with presentations by prominent speakers such as Sir George Quigley, RPA head John McMillen, Community Relations Council director Duncan Morrow and businessman Peter Quinn; case studies and interactive workshops.  The four modules will cover:

  • North/South Co-operation in the Public and NGO Sectors
  • North/South Public Finance and Governance Issues
  • North/South Economic and Business Co-operation
  • Cross-Border Co-operation at Local Authority and Community Level

Course participants are required to complete a cross-border project. The project will be carried out by participants in pairs – one from the North and one from the South – ensuring maximum cross-border learning experience. The training will be assessed by a recognised accrediting body, and certificates will be presented to successful participants by a senior public representative at the closing event.

Course speakers and facilitators will be drawn from leading figures in the civil and public service, business and industry the universities and the NG) sector.
